Quebec is Canada’s second-largest province by the number of residents and the number is still increasing. Due to the large population, the healthcare infrastructure of Quebec is under great pressure. There are also many remote towns in Quebec and people living in these remote towns struggle most to get timely access to healthcare. A telemedicine app that lets patients talk to doctors within minutes also enables doctors to treat more patients in a given time with quality care. This ultimately reduces the burden on healthcare infrastructure.

The government-funded Quebec Health Insurance Plan governed by RAMQ is available in Quebec. Unlike Ontario and B.C., the Quebec Health Insurance Plan does not cover televisits. Imposed by the Quebec state government as a privacy act, Quebec Privacy Law applies to healthcare organizations and startups that collect, use, and disclose personal health information.

The operating cost includes app maintenance, APIs fees, customer service, ongoing marketing and staffing cost.

That’s the major drawback of Quebec Privacy Law. It only asks entities to safeguard PHI but does not suggest the ways to safeguard PHI.  Thus, it is up to you if you want to encrypt the PHI. But you must secure the PHI of patients anyhow and there is no better way than encryption.

Quebec Privacy Law does not ask you to have a signed contract between you and IT service providers.
